Effective Leadership
As your current 39th District State Representative, Sam has a proven history of reaching out and finding solutions that work in an effective way. While some go to Olympia and never pass a bill or accomplish anything of significance, Sam introduced 14 bills in his first term representing you the voter. 10 of Sam's bills were voted out of committee (usually unanimously) and 7 were voted on and passed off the House Floor.
Five of Sams bills were passed by both the House and Senate and signed into law. An additional two bills Sam sponsored ended up being companion bills and also signed into law. Some of the more effective bills Sam introduced and passed into law include:
HB 1961 Holding animal abusers accountable for harming animals.
HB 1987 Workforce Housing for small counties a Skagit County priority bill.
HB 1271 The Organ Transport Vehicle Bill that helps save lives of those needing organ transplants.
HB 1962 Election voter roll cleanup and transfer bill.
With these bills and the others Sam has worked on, he has proven himself as one of the most effective leaders on either side of the political aisle. That is why Sam is endorsed by so many elected officials both locally and at the state level.

Sam has fought for fair and equal representation for everyone, no matter where you live. He is for protecting property rights! Whether or not you are a small property owner, you deserve to be treated with the same fairness as everyone else. For Sam, public safety has always been, and continues to be, a top priority; that is why he is consistently endorsed by law enforcement and our firefighters. Sam also recognizes that we must provide safe and efficient roadway infrastructure to travel safely throughout the 39th district. We live in such a beautiful area with so many things to see and do. Sam supports making our recreation areas accessible and improving the amenities associated with them.
